It sounds like you have boxwood leaf miner. A bit of a trade secret I learned this year is use a common insect spray once or twice in late spring or early summer. It only works when the bugs responsible are actively dating and mating. As far as I can tell all Toronto boxwoods now have boxwood leaf miner and or its less deadly ugly twin, boxwood psyllid. The first one will kill eventually and has likely killed all of last years growth by now leaving bare stems.
Worst of all would be boxwood blight and all I know of it is no cure, cull sick plants and think about globe cedars that can be pruned hard to give that sculpted look.
Do you use any fertilizer, or compost yours annually?
